If the phrase "Amusement Hall" is any indication, it does indeed look like some kind of token.

Apparently, nobody knows.
Si no tiene ningunas indicacion de donde fue hecho or que era su proposito, no se puede determinar exactamente que es, pero lo mas seguro es que es una ficha hecho para usarlo para alguna atraccion.

I don't know, I'm not a token collector. But I would be willing to bet one of the aspects that would determine value would be where it was made or what it was meant to be used for. If that can't be determined, then the only thing that would help it is eye appeal which is different from person to person.
