Is this 1982 small date no mint mark 3.1 gram cent somewhat rare?

Scale indicates 3. however, to answer the question, is the Scale accurate?

Or, are you suggesting it is a 3.11g copper cent?

Rare if it's the small date "D" mint copper, not zinc core, penny.

It’s not rare, it’s normal. Welcome to CT.

There are four varieties of 1982 cent from Philadelphia (no mintmark). Large date copper (3.11 grams) small date copper (3.11 grams), Large date zinc (2.5 grams) and Small date zinc (2.5 grams). The Small date copper is the scarcest of the four, but it is still considered to be common and is not worth a premium.
