What is the value of this note? The serial number is bleeded which is visible below the lettering 20 rupees. I know it is not worth much but even 2 dollars seems good right now for me.

I was just in India. It’s the current series and it will buy half a can of Coke or Pepsi. Equal to about 24 US cents.
I don't know about the paper currency, but I know modern Indian circulation issues are riddled with errors like doubled dies and such. So much that one can't even call them rare. Brazil is in the same boat.
