What kind of damage is this?

There is an auction on eBay that I was wondering if the damage was caused by the mint or after in circulation? Can some of you learned people take a gander

I was interested if this was a mint error... not if hit with a hammer or something...

The obverse looks like a peeled lamination, the reverse (?) who knows.
Mike Diamond would be the best to tell you.
But, $1500!!!!!!!!

 

lamination error, maybe 5-10 bucks imo

 

I'll tell you this much, it's not worth $1500.
