Error coin??

What is wrong with this coin. What happened during the minting process?

I don't think anything happened at the mint. It was exposed to something environmental. The coin appears to show some wear on it, so it's not mint-shiny.

 

This side of the coin is blurry which is not clear in the image, how did this happen?

 

@fodegrass Well, the picture itself is blurry and it is a coin struck in 1987 so it’s seen some wear as well as environmental exposure ( looks like it’s been in the ground for a while)…that explains why it looks blurry: the ground, grubby fingers and time.
