    I say misaligned die. Rim on opposite side is thicker. Very common.

    The letters being on the rim is common for a 1968 LMC, it was the last year the mint used the old worn out master die to make LMC coins. A new master die was made for the 1969 year.
    It really would be next to imppossible to find a 1968 LMC that did not look like the one you posted.
