I seen a PCGS graded 1945 P MS70 nickel today but they don't list it in their population report on website. Is it possible someone forged a PCGS case and label?

They could have or you might have seen a case from a basement slabber with the same letters as PCGS rearranged. There's one that goes by NCG that uses holders much like NGC. I bet this is the same situation.
I checked the population and only see 4 at 68 as the highest graded. There's also always the possibility it hasn't worked it's way into the pop reports yet, but I think we'd have heard of a perfect war nickel pretty quick after grading!

Quite possible, the first MS70 designation was in 1986 for some $5 gold pieces and I have trouble believing that coin hung around for 41 years to be graded.
