Well now I have to ask, where are you getting all of these quarters from? It's hard to tell from the picture but it may also be a Die Clash.
Slightly off center strike? Die Crack thru Mr. Eagles head? Die Clash off right wing? Just throwing it out there.
The die broke on the right wing(looking at coin). Metal flowed into the recessed area where the die failed. There may be a clash to the right of the wing. I can't tell that from the pic. Can you post a pic of the obverse?
