Has anyone come across and 1938D possible RPM/ Double ear before? THis is Die gouge/scratch?

SO thanks for taking the time out of your morning to read this, I think the title might say it all as to what i think im looking at here, i cant find jack squat, AND prob because IM totally wrong and need to STUDY HARDER, but in the off chance im right.......... would it be something to send in to get graded? photos incoming in a second.
