It's a proof, so it's not strictly bullion. Throw on top of that the fact it's graded and earned a perfect 70 and all this adds some premium I'd imagine. How much? I don't know though. I personally wouldn't pay much over bullion (if I could even afford that). It could have a really low mintage, who knows

It is a nice coin, defintally seminumismatic in my opinion. I would expect to get at least $10-$25 above melt (this is only from market observations, as I have never had enough money to get an ounce of gold, or well, until I started bagging grocries at kroger) =)
