    From what I see with the little area that you show .. looks to be some Plating issue going on. Plating Blisters/Bubbles.
    Always show the entire Obverse and Reverse of you coin.

    The term is actually Doubled Ear Variety not Double Ear

    I'd also say no. but the image is a bit blurry. the 1984 ddo sort of clearly pops when you see it. Sort of have to see one to understand just how obvious this variety actually is.
