Jacob.. what you have is a slight Misaligned Die Strike on the Obverse of your Cent. It's a very minor and very common error
It does not look like that to me and to anyone else. You should do a side by side Cent comparison to show what you see. I think I see slight Plating Bubbles on the Obverse so it must be Copper plated.
Given that I've found a BU one of those 1999-Ds missing the copper plating, this could very well be from that same run.
I always thought that the Zn cents (missing Cu layer) looked more smoke gray colored. At least, that's what I recall of the 1983 ones that NGC graded.
I've never weighed it. If I had a better camera, I would take a picture of it. The coin is fully lustrous.... picked it out of a batch of 1999-Ds I had put away back the year they were minted.
Here is the only deal, if it was missing the copper layer. I was answering @John77 and for some reason, Thought it was a new thread. By the way zinc would have a nickel look. Weighing it would give you the answer.
