Are you sure the coin wasn't graded prior to the implementation of the star designation?

Yup. It's a text shifted left label so what, 8 months max. Showed it to Todd pollock, the dmpl king, and he agreed it was strange they didn't star it. Graded 64pl with a most definate DMPL obverese. The reverse is holding it back to PL but no star. And it's gorgeous

Maybe the wanted to milk $10 more out of someone for a designation review.

You can do that? For $10 they'll review a coin you think should have gotten a star and maybe give it one?

Yup, and they will do it for strike designations as well. $10 per coin.
