Without getting political, I'd say they can refuse service for getting out of your car in a drive through because it endangers lives, almost as much as eating that food.
Because those "Christian" bakers must be licensed by the government to operate their business , they cannot discriminate against anyone because of religion, color, age, national origin, sexual orientation, etc. Businesses can, and do, legally refuse service to anyone they might deem to be damaging, dangerous, criminal, harassing, or pretty much any other reason.
I don't know about drive throughs but my nephew has always look under vending machines and counters at the registers at Walmart since he was 4. You'd be amazed how much he'd find.
Haven't read the entire thread, so I dunno if I'm echoing someone else's comment. But even if it were illegal, which it isn't, no court would waste their time and taxpayer money to prosecute someone for picking say, 12 cents up off the ground. And the chance of finding anything but modern clad that way are slim to none. I always check coinstar since you have good chance of finding silver comparative to pocket change, but drive thru change? That's a little much
Every time I have had the change dropped at a drive through the cashier has replaced it. I would say that makes the dropped change the property of the restaurant. I have also seen the staff come out and pick up said dropped change. Having said that, when I was younger I used to cruise around on my moped late at night (2 to 4 AM) and swing by the fast food drive thoughs and pick up the abandoned change. I figured if they wanted it they would have picked it up during evening cleanup at closing.
One time, (as you'll see, a long time ago) driving thru a toll booth, I looked into the reject bin My wife kept say, go will ya! Until I started handing her handfuls of dimes & quarters. It was about $5 in change.
