It could be (30-year) circulation wear, a weak strike or even a grease-filled die. I'd rule out a Mint error.

I I believe it is going to be cud over the foot I don't believe it's fair because it looks like melted cud over the top apologize about the quality of the picture but if you look close there's build up over the foot I don't believe it's where although there is where in the coin
