What does it mean to be an overprint note? Is it legit?

EDIT: I know there are Hawaii notes that are legit, I've owned one before, but was wondering if this overprint listing is a US government overprint or did someone do that to the bill?

I have no idea! Maybe cause HAWAII is printed next to the TWENTY? But I think this is just the way they were printed!

Looks good. Only the Hawaii notes would have brown seals on a Federal Reserve Note; ordinary FRNs would have green seals. Also, the serial number ranges of the Hawaii notes are known, and this one fits.

The only link you have is to a $20.00 Hawaii overdoing. Can you post a picture or link to the item you are asking about?

It appears that the seller has edited his eBay photo. The seal and serial numbers should appear brown, and not red.

Done by the government, during WWII, it was intended in the event of a Japanese invasion of the islands, that the government out just deny the issue and make them worthless.

The same was done with a yellow seal, for North Africa, also during WWII
