    Meh, I don't cry over a dime that was only worth ten cents to begin with, and is still probably worth ten cents.

    I agree that it looks like glue, although it could also have been someone fooling around with welding equipment...?

    Not an error of any type. It’s a rubber like glue used to hold coins to paper. This coin was probably attached to an offer by The March of Dimes in the past.
