I call this a Wallet Piece. A classic double fold and stored in someone’s wallet for ages. All of trauma associated with the note happened after it left the BEP.
Gutter folds do not necessarily appear on both sides of a note. The first printing (back) may have a fold that is removed when the second printing (front) is performed. And the second printing can have a fold that was not present when the first printing was made. I have even seen notes that had a fold during the third printing. However, I agree that the OPs note is not a gutter fold.

Don't give up the hunt. I have been through two bricks ($10,000 each) direct from the BEP and came up empty also. It is a bit frustrating, but you just have to stick to it. It's all about the hunt.
This is one of a number of gutter golds that I have. Yours is from excessive wear folded in a wallet. Notice how straight the gutter fold is and that it’s on both sides.
