Is this an error note?

Heyoo,

So I found this note at work and I "think" it's an error note. From a little bit of googling, I "think" it is a Over inked Green Smear. Can anyone confirm this and tell me if it has an extra value?

Minor ink smear on circulated note....not much extra value.

 

And the extra green ink doesn't seem to be quite the same shade of green as the printing on the note, so it was probably acquired after the note was already in circulation anyway....
