I saw an advertisement in a coin magazine for "The Quarter That Never Was". It was hard to see it clearly, but it looked like a Washington quarter with a border around the profile. The ad said it was pure silver and said that only 25,000 were minted.

Does anyone know what this is? Is it a US Mint issue or a commercially made medal?

The ad is for the Washington quarter that was proposed and accepted, but the Treasury Secretary overrode the decision on the design and chose Flanagan's design.
They are popular collectibles, but totally not by the US mint.
Privately made, they sell for about $25 (usually) and are kinda neat. But, not a true numismatic item.
how much were they asking for it?

I think it was $24.95. I was tempted to buy one.
