I tried searching this name from a list of:
    - all former Secretary's of the Treasury, and
    - all former Treasurer's of the United States
Didn't find this name (but then I'm not sure I even got the first name correct).

Anyone here able to tell me who this is and what her position was Full Signature.jpg Resize Note.jpg ?

I think Kathy was a young girl and he gave this bill to her after he signed it. Probably for her birthday.

If the Note was signed (and graded) recently, Letty Mayoral was Director of Human Resources, and Lily Adams was Asst. Secretary, Public Affairs.

My question is, regardless who signed what, how does it grade a 58 with Graffiti? Because it is some kind of Short Snorter, or something?

The only thing that I can see is that it is a Mule.
Kind of like a transitional die in coins. The wrong back plate was used for the inking.

She is the sec shown on the note. I was simply making a comment, speculation. like everyone else.

I can't read that first name as "Lily" no matter how hard I try. But I never was great at deciphering signatures, and your circumstantial evidence seems compelling.

Consider that she was named for Lily Tomlin (true).So....

And, no, she is not the movies character Lily Adams (although her previous employment position makes one wonder).
