3 cent silver piece w/error?

What would best explain the bottom most of the rim? Is this in the planchet?

Very nice pic. Looks like a planchet error to me. A poorly prepared planchet.

 

Now, to some people errors are desirable. Would this fall into that category? Is this a bad error, or a good error?

Really not an error under the definition. More of planchet damage occurring at the Mint. Will not bring a premium in most cases.
