The ones without a grade appear to be the ones PCGS gives out at special events, like their classes. The flip side should state the occasion and date. Unless there is something unusual about the coin (die variety, error, etc.), they probably have little value beyond face. But, someone may collect them and pay a premium for rarer ones.

the back of the presidential series just has the serial number PCGS and the grade
69DCAM, you would think these would go for a little more especially sense they cost so much to grade

Most of those special labels for the Presidential series have the grade on the reverse of the label with the Cert number.

Ironically, the ones given out for special occasions may eventually become more valuable even though the coins are usually of lower grade than the ones in graded slabs. This is because the former have the occasion and date printed inside the slab, and a small number were produced for each occasion. Pop reports for some of the PR69's are in the multi-thousands and rising. Time will tell.
