Just a toned copper plated zinc planchet. It's just dirty/altered surface. Not a mint error of any kind. But since you recently stated that you are leaving CoinTalk it doesn't matter anyway
It’s just toned from the environment. Cents from 1983 are copper plated zinc. 1982 was the transitional year as there are a number of varieties for that year of large and small dates, copper and zinc. Cents from the very beginning have never been clad coins.
