Doubled die coins are varieties. The die is in error, but the coins struck from it are a variety. And yes the us mint has produced doubled die variety coins with doubled mottos, and dates. Typlcally doubled mintmarks are NOT the result of a doubled die, but of a repunched mintmark. (After 1990 when all the mintmarks were included in the master hub, and before 1997 when they went to single squeeze hubbing it would be possible to have a doubled mintmark created by a doubled die. I am not aware of any, but that doesn't mean they don't exist.) A doubled die can ONLY occur during the hubbing process in the creation of the die. In CAN"T happen during the minting process. You can get doubling on a coin during the minting process, but from die deterioration, machine doubling, or double striking. You will never create a doubled die during minting. As to the OP, the mintmark on that coin is normal for that year. If you are comparing it to more recent coins you need to know that starting in I believe 1998 they started using a much larger D mintmark on the cents.
A doubled die coin is one that was struck by a die that was accidentally engraved with a doubled image; by the way, a die is the device that imprints an image on blank coins, which are also known as planchets. Dies are engraved by a positive, or relief, image of the coin called a hub; a hub is created by reducing down the image from an 8” to 12” plaster model. Sometimes, when a die is created, the hub will accidentally create two images on the coin, which will usually appear as a slight, overlapping misalignment of the same design twice on part of the coin. Sometimes, the doubling will be quite extreme. In other cases, the doubling is barely noticeable.

And by the way, a doubled die is not created during the engraving process. One can have engraving doubling, but this is entirely different from hub doubling which creates doubled dies.
