In those days the money probably did go to helping the aged. Not like the lottery in New Jersey that was supposed to help seniors and schools, but little has been spent on each.
I posted some from Oklahoma to match the one you posted and show a variant of the same type of token. State tax tokens were issued by many states to collect fund that could benefit several different programs for that particular states needs.
