I think it is probably clogged. Looking at the spacing for the Is it would seem odd to see the spacing for a deliberate COS II to be placed as they are. I suspect the missing I would have been where the black mark is located at around 2 o'clock. A reverse die match would provide a definitive answer. Regards, Martin
