Once again, the mint trying to get as much use out of dies as they can. That one should have been retired earlier.

Elongated? No. Doesn't happen during the minting process that I'm aware of. Also, not seeing a difference on your comparison. Sorry.
The minting process makes it impossible for this coin to be elongated, unless it was double struck but that’s another huge difference.

When Wexler and Flynn included class IX as "Only God knows" in their book, I personally do not think that they thought they were "Real" discoveries of value, but instead some one messed with them in the mint, but of course only them and God knows.
