Your first pic look like it just took a hard hit ( post mint damage ). The second is a die chip over the date. This was from a broken die and where extra metal filled in the piece that broke off. A Mint error, though minor but still a nice find.
Actually its not stained. It may appear that way in the picture. I will post a better one. Its appears to be an impression or indent of another coin, possibly another dime.
In that case, it's a vise job. Two coins were pressed together using a vise, or even a hammer, to impress the image of on onto the other. It will always show a mirror image of the impressed coin.
