    I ran a toothpick across it but still can't tell.     You can see raised metal on both sides and a cut in the middle. It’s damaged.

    Yes. As noted by others, this is damage. Note the field and rim have the issue. It’s usually an indicator of damage.

    This type of deep scratch can be deceptive. A raised line on the surface of a coin can be a die break, which is not a post mint defect. This type of raised mark is really a “trench.” The metal is raised on either side of the scratch. Think of it as a miniature ditch with the dirt piled on each side. You have the raised “dirt” (metal) with the scratch in the middle.
