I've seen many an 1853 WA H10c in my day, but don't recall noticing die rotation. I may have dismissed them with little thought, as it is such a common, widely-hoarded issue.
I did a little research on this coin. It seems that in 1853 because of the cost of silver they decided to reduce the weight of all silver coins by 7%. The diameter remained the same, but the weight for half dimes went from 1.34g in 1852 to 1.24g in 1853. Evidently they reduced the thickness. Over 13 million were minted in 1853 and that is quite a large number.
