Massachusetts State Quarter Errors X 10-Need Help

The other night I broke out a wrapped B.U. roll of Mass. State Quarters and found 10 out of 40 of these in various states like the one in the photo. I have never seen anything like it but 5 are as good as this one. So much missing detail! What in the world is this this?

Does that area have a proof-like surface? Real shiny and smooth compared to the rest of the coin? Plus some die chips in the "W" IGWT!

 

It has a very high sheen in the missing area details. And yes, a die chip in the W.

 

Sorry for all the questions. I'm looking at error websites. Is the area also incuse?
