The letter "B" appears to be a post BEP stamp, and the circled area is the standard watermark on all $10's with this current design. Normally you have to hold the bill up towards a light to see the watermark, which is Hamilton's image.
Chop marks were placed on silver coins used in China during the 1800s to attest to the genuineness of the coin. You will find them on Trade Dollars, Mexican coins, etc. Merchants outside the US and some in the US in predominantly ethnic areas will mark paper money in a similar way to attest to the fact that the note is genuine and not counterfeit.
