No.... Not all coins should or need to be graded or encapsulated, and this includes many presently residing in plastic. Unless submitting would add something (liquidity, authenticity, etc) of a value worth at least equal to the cost of doing so, it's simply not worth it. You've found a neat and interesting coin, but unfortunately not one worth a great deal of money.
