    Maybe some type of lamination. Need a better picture, plus both sides.

    Looks like a good lamination. Nice find! Practice getting better (closer) pictures.

    No....

    Not all coins should or need to be graded or encapsulated, and this includes many presently residing in plastic. Unless submitting would add something (liquidity, authenticity, etc) of a value worth at least equal to the cost of doing so, it's simply not worth it. You've found a neat and interesting coin, but unfortunately not one worth a great deal of money.

    No. The cost of grading is 10 times the value of the coin.
