    Actually it looks like the toning I've seen on some rather high grade Franklin Halves. Talking MS64-65 PCGS coins with similar toning.
    I wouldn't want one in my collection but I guess that's a personal opinion.

    Now as for this coin going at MS67-68. I don't think so - he's just trying to make a sale for big bucks.

    Sent it to NGC dude.

    Being a 2 Cent afficianado I can assure you that the coin in question is truly a small pile of dung!

    Looks a lot like mint set toning. Yes I know there were no mint sets that year, but sometimes you can also find toning like that in coins that were stored in the old Whitman folders. (On mint set coins people pay a premium for toning that looks like that.)
