Correct. It gets a body bag and is returned with the order. However, they never call them counterfit. It's always "Questionable Authenticity" to float that fine legal line
Counterfeit law is written to specifically include intent, in order to protect those innocent of active participation in the process. People who happened to unknowingly buy - or resell - counterfeits they were unaware of. The TPG's are not qualified to judge intent, and wisely choose not to do so.
I'll add this for anyone reading the link above. The fake doubled die shown is of the type that was produced decades ago! One diagnostic of this older fake is the "curved spur" coming of the top of the "5." Since this particular diagnostic was published decades ago, it is possible that it was removed from the fake die and these dies may still be cranking out fakes. Nevertheless, IMO, not the OP's coin.
Note: The counterfeits in these slabs are very crude Chinese fakes that should not fool any competent collector!
True. BUT the fact is that they are there in "PCGS" plastic. I wouldn't be at all surprised to find better fakes also in plastic.

Great info... I personally think its a cf too. Some of the diagnostics match. The tip of the nose has the divet, and the 1,s have the groove. This has to be one of the best cf I,ve seen. it looks old and toned...so probably and older cf ?
