It's a Provincial Bronze coin minted during the reign of Antoninus Pius. Probably some time between 140-145 AD in Laodicea Similar coins: I'm not sure if your legend will match

Rare is a hard term to define but I would call the coin worth owning. A better photo might make more people agree with me.
