I have 3 questions. What is the weight diameter and thickness.

The rim color on the rim, is much brighter then it should be, at least for what the field look like . So one would think, a grinder took the reeding away from the rim .

If someone took a grinder to it, the rim would be much thinner. I think it has been spooned because the edge looks thicker than normal.

I would say due to the uneven wear and flat spots some fool used a file on it.

To end up with a quarter with no reeding during the minting process, it would have to be broadstruck, as the reeds come from the collar. That's going to produce a coin that looks like the ones on this page: http://www.error-ref.com/broadstrikes/

Since this coin appears to be fairly normal except for the lack of reeding, it's a safe conclusion that the reeding was modified in some way. The higher rim indicates it was probably hammered (spooned?) out.

PMD by process of elimination. :)
