Emperors Philip I or Trajan Decius.
Leaning more toward Decius.

 

I say Decius! This used to be a game!

I'll keep it unanimous and go with Trajan Decius!!

 

If you show the reverse, the answer might be more clear. Not all were used by both. Of course, since this is a Provincial, it would help us name the city which also could help.

Incredible brother DS. I searched and believed to have found.I clicked on the site before going to bed. Here's what I found.
The coin seems to have been struck in Rhesaena in Mesopotamia. The reverse could show Tyche standing, holding cornucopia and pouring liquid on altar to left. There's also a silhouette of an eagle to left with a palm branch. BMC 24. Hope I'm right. Here are 2 shots.
