I think they are missing your answer! BTW, I could see this as a 64, but unless your pictures actually amplify the luster, I do not get a 63.

Possible, maybe probable. Green bean definitely, but Washington Quarters seem to be graded rather strictly, if the 25 or so I looked at for the purposes of this thread are any indication. Even at 66 it's still a <$100 coin; probably better off in a plainly-undergraded slab in terms of appeal to buyers down the road.
