This is a question for both PGS and PCGS. If I have an older holder or a holder with scratches and I simply want to have it put in a new holder.
Can I do this without being a member if I simply pay the fee?
Can I turn a coin in at a local show or do I have to mail to them?

    Thank you

Have you called them directly to ask your questions?

I believe the only things they make membership exceptions for are mechanical errors and a really bad grade review like a gold coin turning out to have puddy on it.

The good news though is PCGS slabs generally do well with getting scratches out. I am not sure if it was ever posted here but the PCGS and NGC forum had a pretty extensive thread about how to buff scratches out of a slab and the guy was getting some very good results. Much cheaper to buff it out if possible then to pay for a single reholder submission

How old?...some collectors will pay a premium for older holders.
