    Designer's license, he thought that it looked interesting.
    No value.

    And it is a cent.
    Not a penny, that is a British currency.

    so they just thought that would look good un capitilized

    I think he made it small so it does not blend in with the word before it(STATES) . If the "o" were a capital , it may appear like it was jumbled together. That is my guess.
