Bern is a Swiss Canton, its symbol is the European Brown Bear. Switzerland, before Confederation existed as many independent Cantons. So Bern/Basel/Chur/Geneva/Solothurn/Zurich etc., all struck their own coinage. Much the same thing before German unification in 1871.
