WORshington 64, The Franklin I'm having a lot of issues interpreting the images. I can not tell if it is FBL or not. More importantly, is the mark above the chin a hit or a toning mark? If it's a hit then it's a 65, if it is not a hit it's a 66. The 1954-D is very nicely toned for the date/mm. OTOH, I would by no means call the 1958-D wildly toned. It's a pleasantly toned '58-D, but that is a date/mm that does tone up wildly.
Basically everyone.... They are both 65s... Worshington is in a new PCGS Franklin is in an older NGC NO FBL, Paid $30 each..
