Really hard to tell. Based on the D in Nevada, I'd say Machine Doubling. The inside of the D looks less defined as you'd see in a true double die based on the lower doubling.
Thank you. It is hard to see real clear. I have never seen this before on a state quarter. The words are engraved, so it makes it hard to tell.
