The only place those coins will pass as non details is in this coin doctors head . none of the big tpgs would pass them .
The only way to "restore" a coin from a polished state is in your pocket. Not a chance, but it shouldn't be awfully difficult to electrolytically reduce the toning in most cases with "shake and bake" toners as long as the cook created a simple silver sulfide layer.
