Meh. I'd prefer that such discussion stays in Coin Chat or some other appropriate, already existing forum. A dedicated eBay forum probably wouldn't get much use, IMO.
I don't use Ebay. I go to dealers that stand behind their sales, i.e. guarantee them with a refund if proven to be fake.
I would say no. The more splintered off sections get the fewer eyes that land on the different categories.
I use eBay, because it forces its dealers to stand behind their sales and provide a refund if a coin is proven (in timely fashion) to be fake, and because uncertainty and poor descriptions sometimes allow valuable coins to sell at an artificially low price. But don't worry, I promise to return some of those coins to the non-eBay ecosystem, at a more appropriate price.
No dedicated forum. The US coin collectors can discuss EBay in the US forum, the Ancients collectors in that forum, etc.

My coin collecting was reinvigorated by eBay because it made it very easy to find coins I wanted and now I'm selling coins on eBay and I enjoy it. However, there are improvements eBay could make specifically related to coins that would make it better. I've gone to a local training session, participated in their on-line seminars, emailed Griff, called and spoken to them, but their business has gotten so big they don't seem to care much about improving the coin selling process. Perhaps they would pay attention to a dedicated coin forum and assign someone to follow the posts. Having better access to the global market alone would be awesome.
Let me guess -- you're a big fan of deconstructionism, where you get to spin elaborate tales about what a text means without any regard for what the author actually intended. eBay does not, as far as anyone can tell, "patrol" its listings for bogus coins, and it only occasionally responds when people report listings. However, if you buy a coin on eBay and determine that it's a fake (within the prescribed window of time), eBay will issue you a refund, and try to take the money back from the seller. Am I being creative here, or simply reporting the truth as I've observed it? Perhaps it's up to the reader to decide.
