Ok I am not so noobish but I got a message from a guy whose selling on eBay now i tend not to buy raw coins but I may delve into the market once and a while.. So noob texts me hey I'm selling these coins on the bay take a look I'm like sure , i win a few , so I'm like OK 150 worth so I'm like what could be the risk .. Dealing with an overseas eBay dealer??? Well as long as eBay buyer protection is in place I'm good right??

Good deals from an overseas seller, that's pretty much how all ebay scam stories start out...sorry. I actually had good luck from a seller in South America, but I may have just been lucky. If you're willing to test Ebay protections, go for it. Me, I wouldn't do it. There are plenty of good deals stateside, and a lot easier to deal with when issues come up. I'm rooting for you, but not holding my breath.

No way, I received that message too.
If you do it and it goes bad, please don't complan here on CT.

I would be reporting that sucker instantly to Ebay for contacting people outside auctions. It's just as much a major vector for scammers as email and phone spam. The probability approaches 100% that it's a scam, which is why Ebay prohibits it.
