    its something to do with the rinseing procces, I don't know exactly what but that's what I have read about the spots on the 2009- present Lincoln's. Maybe someone else can explain a little better.

    thanks for the reply, I purchased a box of pennies at the bank today and the first two rolls I opened are mostly like that

    Yeah it's something to do with the rinsing solution the mint uses. I have been getting solid 2016P boxes lately and they all look like that.
